Propaganda maps are used with the intention of influencing public opinion. This is done through a map's scale, its ability to generalize, and through map projection. In this map, the map maker is attempting to depict how close 9/11 victims' remains were found from a mosque being constructed near the towers. The ability to manipulate scale allows the map maker to magnify the significance of perceived proximity (360 feet seems like nothing). Also in this case, the map maker side steps the fact that it should be a non-issue that a mosque is being constructed, and instead takes the opportunity to reinforce the stereotype that Islam and its people are responsible as a whole for the 9/11 terrorist attacks.
